WAMU is public radio station, and therefore limited in what they can do to promote their HD2 channel on-air. Pubers cannot do the following (which is why it's called an underwriting announcement and not an ad). 1) Have a call to action ("Call now!" "Go to our website!") 2) Use superlatives ("It's the best!") 3) Have any mention of price ("Only $9.99" "Discount coupon available") 4) Mention an offer, especially one with a deadline ("Now through Friday only!") There are some others, but you get the idea. WAMU is doing what it can within the rules it has to operate under.
