The licensees of two college stations have had their license renewals tentatively OKed by the FCC, so long as they make a little detour to the U.S. Treasury.
The Media Bureau approved two consent decrees involving Cazenovia College, licensee of WITC(FM) in Cazenovia, N.Y,. and ASWC Radio Committee, licensee of KWCW(FM), Walla Walla, Wash., for Whitman College in Walla Walla.
Both are student-run stations and in the course of filing paperwork for their license renewals, the stations themselves pointed out to the commission that their public files were incomplete. WITC found that quarterly issues and program lists for the fourth quarter of 2007 through Q4 2009 were not placed in its public inspection file “in a timely manner,” according to the bureau’s order.
KWCW disclosed that the station had not prepared quarterly issues and program lists for its entire 2006–2014 license term and that it failed to file biennial ownership reports in 2007, 2009 and 2011.
The commission gives a break to student-run NCE stations, giving them the chance to negotiate a consent decree and agree to a compliance plan and make a so-called “voluntary” payment to the U.S. Treasury, rather than face a large fine. WITC has agreed to pay $1,000 and KWCW $1,200.
