Billington Says Some Webcasters Shouldn't Participate in CARP Process

The Librarian of Congress says any Webcaster that did not take part in the royalty process doesn’t have the right to appeal it. According to Kurt Hanson’s “RAIN,” James Billington stated this to the DC Circuit Court of Appeals. Many Webbies have said they couldn’t afford to take part in the CARP process, because they would have had to agree to pay an as yet unknown slice of the legal costs of the proceeding.
