The Federal Communications Commission has tentatively selected “winners” from 26 groups of mutually exclusive applications — those vying for the same FM station construction permits — for new or modified noncommercial educational stations. The commission has made the easier decisions, and is now tackling the long chains of competing applications.
The applications were filed in the October 2007 window. Applications for new stations or major modifications that were on file prior to the October window, but not cut off from competing applications, were required to amend their applications to be considered along with applications filed during the window.
The commission resolves conflicting NCE proposals by applying comparative procedures. The Order released Tuesday, Aug. 3 uses a point system to tentatively select which applications to grant.
The order also initiates a 30-day period to file petitions to deny against the applicants tentatively selected.
