FCC to Simplify FM Allotment, Minor Mod Regs; Dives Deeper Into Bird Deaths

Birds and paperwork are in the news at the commission.
The FCC will streamline procedures for community of license changes and FM allotments. It also wants comments on ways to scientifically quantify whether towers cause migratory bird deaths and whether tower rules should be modified.
