FCC’s International Bureau Shuffles Staff

Some personnel changes are afoot in the FCC’s International Bureau.
J. Breck Blalock will be its new chief of staff and also has the title of associate bureau chief. Blalock will oversee short and medium-term strategic planning and development, as well as agency-wide coordination of bureau items and initiatives. He’s now deputy chief of the bureau’s policy division.
Steven Spaeth is serving as a legal advisor to the bureau chief, Donald Abelson. Spaeth provides legal and policy counsel for the satellite division.
David Strickland is serving as a legal advisor to Abelson on policy division matters.
Alexandra Field has been appointed assistant division chief to James Ball, chief of the policy division. Field joined the International Bureau from the Common Carrier Bureau in 1997.
Thomas Tycz, chief of the bureau’s satellite division, announced that Andrea Ines Kelly has been appointed as chief, policy branch. Kelly joined the FCC in 1999 as an attorney-advisor in the auctions division of the Wireless Bureau.
