Fletcher, Heald & Hildreth Adds Two

Stefani and Winteringham join communications law firm

Fletcher, Heald & Hildreth says that Laura Stefani and Robert M. Winteringham have accepted the communications and technology law firm’s invitations to join the firm as Of Counsel.

Stefani joins the firm after practicing telecommunications law for more than ten years with another Washington-based law firm. Her primary professional focus is new and emerging technologies. She has experience in the areas of spectrum allocation and sharing, wireless services, unlicensed and experimental operations and the regulation of equipment.

She is a graduate of the George Washington University School of Law and received her undergraduate degree in economics from Lawrence University in Appleton, Wis.

Winteringham assists public broadcasting stations and other entities receiving grants from the Corporation for Public Broadcasting with issues related to grant compliance and matters associated with the public broadcasting industry. The firm says that he is a leading speaker and nationally recognized expert on CPB grant program requirements and the structure of the public broadcasting industry. He comes to the firm after serving as CPB’s Deputy General Counsel from 2005–13.

He is a graduate of the Indiana University School of Law — Bloomington, where he served on the editorial board of the Federal Communications Law Journal. He received his undergraduate degree in political science and communications from the University of Michigan.
