Recommendations to ensure delivery of emergency information via public warning systems such as EAS will be presented to representatives of broadcast, cable and satellite at the biannual Media Security and Reliability Council this week (May 28).
U.S. Department of Homeland Security Secretary Tom Ridge is expected to participate in the meeting.
MSRC is a federal advisory committee that reports to FCC Chairman Michael Powell and is chaired by Tribune President/CEO Dennis FitzSimons. Powell formed MSRC following the events of Sept. 11, 2001, to assure the reliability and security of broadcast and multichannel video programming distribution in case of natural disasters or terrorist attacks. The group is patterned after a similar committee that exists for telephony.
The Public Communications and Safety Working Group and the Communications Infrastructure Security, Access and Restoration Working Group will present initial best-practices recommendations and make mid-term reports. Council members have until June 18 to vote on the recommendations to ensure the delivery of information during times of emergency.
