The FCC has backed off indecency fines in 2005, according to the Center for Public Integrity, an advocacy reporting group, which called the gap the largest since 2001.
The most recent broadcast indecency fine was levied in December, states the group, which cites settlements reached between the agency and large broadcast groups as the likely cause.
