The FCC cancelled a proposed fine of $7,000 against Kaspar Broadcasting Co. of
Missouri, licensee of Station KWRE(AM), Warrenton, Missouri. The fine, originally issued in 2002, alleged that Kaspar failed to properly enclose its tower. Kaspar didn’t fight the findings, but asked for the penalty to be rescinded or reduced due to good previous compliance with agency rules. The gate was left open for 30 minutes on one day while employees repaired equipment while airing a Sept. 11 memorial program originating at the local firehouse. Due to the unusual and brief occurrence, the agency cancelled the fine.
