NCE Filing Window Opening Up?

The Prometheus Radio Project is telling interested LPFMers that the commission is preparing to open a filing window for full-power noncom applications for FM frequencies between 88.1 and 91.9 MHz.
The group believes the bulk of the frequencies will not be in major metro areas and that the filing window could open in the next six months.
There has been a freeze on such applications for five years, according to the group, which also tells its members that to apply for the Non-Commercial Educational frequencies they’ll need to submit an engineering exhibit proving that a proposed station would not interfere with existing stations.
Prometheus is considering organizing a group purchase of the necessary engineering services to prepare such exhibits, to lower costs to stations. It also said the National Federation of Community Broadcasters has offered to help members apply for frequencies.
Public Radio Capital, a consultancy that helps groups find financing for new noncom frequencies, may also be able to help applicants, Prometheus tells members.
