Powell Forms Office of Strategic Planning

The FCC has formed the Office of Strategic Planning and Policy Analysis. The new office will emphasize strategic planning, focusing on the commission’s short and long-term policy objectives, as well as incorporate the policy functions of the existing Office of Plans and Policy.
Powell hopes the new office will make for better coordination between the agency’s bureaus and offices.
General Counsel Jane Mago will head the new office with the title of chief. Robert Pepper, formerly chief of the Office of Plans and Policy, will be part of the new office but report directly to Chairman Powell in a new position of chief, policy development.
Mago is a 24-year agency veteran, and has been general counsel since Jan. 2001. Pepper has headed the Office of Plans and Policy since December 1989. He joined the commission in 1986.
The new office will be responsible for working with the chairman, commissioners, bureaus and offices to develop a strategic plan identifying short and long-term policy objectives for the agency. Responsibilities include helping to prepare the agency’s annual budget.
