South Africa: ICASA Mourns Former Chairperson Mncube

Served a five-year term from 2010–2015

The Independent Communications Authority of South Africa (ICASA) has announced the passing of Dr. Stephen Mncube, a former chairperson who served from 2010–2015.

Dr. Mncube was the first ICASA chairperson to serve after the consolidation of the Southern African Postal Regulators Association and the Communication Regulators Association of Southern Africa. During his service, a number of sector-specific regulatory agencies were established in the Southern African Development Community.

“We must learn from each other as a people and of course from other regulatory agencies that emulate best practices,” said Mncube in 2010. “We also need to tread carefully in applying the law; and impart knowledge and understanding in a more excellent way by creating a conducive environment to accommodate and manage the transition in the electronic communications sector. However, we must not forget that in everything we do, the consumers must benefit because we provide a service to them.”

Mncube was 76.
