Fifty-station pure radio group Triad Broadcasting has challenged the FCC’s new media ownership rules. Specifically, Triad rejects the proposal to count Joint Sales Agreements as attributable for ownership purposes. Triad alleges the ruling is “arbitrary and capricious” and biased against smaller broadcasters. “Many small broadcasters use JSAs to enhance their profile in consolidated markets,” states Triad in its Petition for Reconsideration filed with the commission.
Triad also protests the use of the Arbitron Radio Metro as the new radio market definition, saying it “ignores the realities of the marketplace and is subject to misrepresentation.”
