One day after being designated as chairman, Brendan Carr has introduced 11 people to help him lead the Federal Communications Commission.
“I am honored that this talented team has agreed to join me in leading the FCC and ensuring that we deliver great results for the American people,” Carr said in a release distributed by the commission. He highlighted the inbound staff’s experience with both policy and legal matters.
Key staff appointments

Scott Delacourt will serve as the FCC’s chief of staff. He has previously held leadership positions at the commission that include deputy bureau chief, chief of staff to the Wireless Bureau, senior counsel in the Office of General Counsel and legal advisor to the Wireless Bureau chief. Delacourt has been a member of the executive committee for the Federalist Society’s Telecommunications & Electronic Media Practice Group since 2003.

Greg Watson has been appointed chief of staff for Carr’s office. He has worked for Carr since 2021, serving as his policy advisor before later becoming chief of staff. Watson was an advisor for the White House’s Office of Science and Technology Policy during President Trump’s first term.

Erin Boone was named senior counsel on matters before the Media and Enforcement Bureaus. She previously served as chief of staff and wireless advisor to Commissioner Nathan Singleton. Before that, she served as deputy division chief in the Wireless Bureau’s Competition and Infrastructure Policy division.
New senior counsels
Arpan Sura will handle senior counsel on matters before the Wireless Bureau, Space Bureau, the Office of Engineering and Technology and the Office of International Affairs. He joined Carr’s office in January 2024 and had been senior counsel to the chief of the Wireless Bureau previously.
Danielle Thumann will serve as senior counsel on matters before the Wireline Bureau, Public Safety and Homeland Security Bureau and the Consumer and Governmental Affairs Bureau. She rejoined Carr’s office last August after previously serving as a legal advisor from 2021-2023.
Additional appointments
Adam Chan will handle duties as national security counsel. He worked at Boyden Gray PLLC where he was an associate.
Anthony Patrone will serve as a legal advisor in Carr’s office. Previously, he was an attorney advisor in the Office of Chief Counsel for the Commerce Department’s National Telecommunications and Information Administration.
Callie Coker will also handle legal advisor duties for Carr. She previously served as legal advisor to the Wireline Bureau chief.
Matt Mittelstaedt will head the commission’s Office of Legislative Affairs. He previously served as a legislative aide to Vice President JD Vance when he was an Ohio senator.
Stephanie Chambless will serve as special counsel in the Office of General Counsel. She had been serving on the task force investigating the attempted assassination of Donald Trump and was also senior investigative counsel to the U.S. House Committee on Small Business.
Drema Johnson will handle confidential assistant duties in Carr’s office. She has held several positions at the FCC, including serving as the confidential assistant to former Chairman William Kennard.
The release said that additional staff announcements are still forthcoming.
