Some FCC observers believe that if a Democrat wins the White House next year, Commissioner Michael Copps would be on the short list to become the next chairman.
At the least (or so goes this theory), he could serve temporarily as head of the agency after current Chairman Kevin Martin would exit and a new one would be selected and confirmed.
