FCC Upholds $16,800 Fine for WCOM

The FCC upheld a $16,800 indecency fine for WLDI Inc., licensee of WCOM(FM), Bayamon, Puerto Rico. The station asked for the penalty to be reduced or eliminated., saying said it was owned by Chancellor Media at the time of the 1999 violations and then sold to Spanish Broadcasting System. The commission rules that ownership transfer did not affect the licensee’s responsibility.
