Hampton Roads Gets Its New License

FCC denies objections to CP on 88.5 for licensee of WHRO

Hampton Roads Educational Telecommunications Association has won its license for a new NCE FM at 88.5 MHz in Gloucester Point, Va. That organization also has stations WHRO(FM) and WHRV(FM) in nearby Norfolk.

Hampton was among thirteen mutually exclusive applicants for a new CP who applied to serve various communities in Maryland and Virginia, part of a filing window for noncom educational FMs in the fall of 2007.

Among those arguing against license approval for Hampton were Chesapeake Catholic Radio, Fountain of Mercy, Educational Media Corp., Liberty University, Pensacola Christian College, Delmarva Education Association and Positive Alternative Radio, Silver Fish Broadcasting and Airwaves for Jesus.

One objection to the license involved the FCC’s handling of Hampton’s request for a waiver of Channel 6 protection requirements, based on the expected end of analog TV operations on Channel 6. Another was based on an argument that the commission should have accepted more than one application within the mutually exclusive grouping.

But the commission staff found that the objections did not merit denial of the license application, and the CP has been approved.
