The House approved a compromise 39% TV audience cap Monday. The measure is part of a giant spending bill containing funding for several federal agencies. The Senate is not expected to act on the measure until January.
The 39%, which NAB supports, was reached by House-Senate conferees in late November. The 39% was a compromise between those who wanted the cap returned to 35% and those who favored retaining the 45% voted on by the FCC June 2.
The TV cap is part of several media ownership rules now stayed by a federal appeals court.
