Most radio station licenses in Canada will now carry indefinite license terms.
After we first reported this policy change last October, the Canadian Radio-Television and Telecommunications Commission implemented the change Monday. As a result, beginning Sept. 1, the vast majority of radio station licenses in Canada will automatically renew with indefinite terms once their current expiration dates pass.
The CRTC said that the shift reduces the regulatory and administrative burden on broadcasters, freeing up the time, effort and costs associated with undergoing full or administrative license renewals.
Under the new policy, licenses set to expire between Aug. 31, 2026, and Aug. 31, 2031, will transition to indefinite status immediately upon the expiration of their current terms.
CBC/Radio-Canada stations and temporary developmental radio stations are excluded from this policy and will remain on fixed-term cycles, the CRTC said.
The CRTC also clarified that indefinite licensing will not restrict its ability to review condition amendments or alter licensee obligations in future proceedings.
Canadian broadcasters and industry groups mostly supported the change, according to the CRTC. The commission received opposition from two individuals along with two consumer advocacy groups: the Forum for Research and Policy in Communications and the Consumers Council of Canada.
The forum argued that indefinite terms are premature ahead of expected policy changes stemming from the Online Streaming Act.
Individual commenters raised concerns that the policy could diminish public participation, reduce station accountability and potentially increase administrative burdens on the CRTC if stricter compliance monitoring becomes necessary.
One commenter also suggested that the Stingray Group should remain on fixed-term licenses due to their national carriage agreements.
Prior to the decision, Canadian radio licenses carried a maximum term of seven years regardless of station type. The commission said it previously processed roughly 300 license renewals annually.
