FCC Names Tentative Winners of 34 More Noncom FM CPs

Other applicants now have 30 days to petition to deny

The FCC has identified tentative winners of another 34 new noncom educational FM construction permits.

These stations, if built, would go on the air in communities as varied as Key West, Fla.; Moab, Utah; Bernardsville, N.J.; Terminous, Calif.; Mountain Home, Idaho; and Darien, Ga.

The commission is continuing to grind its way through 231 groupings of mutually exclusive, or “MX,” applications that it received during the filing window in late 2021. It received almost 1,300 applications. Out of those, 883 fell into one of the 231 MX groups. Below is the latest batch of tentative selectees.

These conflicting applicants have had a chance to settle. Then the commission uses a “threshold fair distribution of service” analysis and a point system to tentatively choose an application out of each group. In some cases it must turn to tie-breakers such as the number of other radio authorizations or applications that a given group has. You can read the FCC’s rationale for each outcome in its order.

The applicants who were not chosen have 30 days to petition to deny these decisions. Indeed some of these groupings have already produced objections.

Here are the latest tentative winners of CPs.

Group 14 — This group has three applicants for communities in Arkansas, Missouri and Oklahoma. Gentry Communications Network Inc. proposed to serve Sulphur Springs, Ark., while Centro Familiar de Restauracion y Vida seeks to serve Noel, Mo., and Citizenship Tulsa Inc. proposes to serve Adair, Okla. Gentry Communications is the tentative selectee for a CP.

Group 16 — Remanente Broadcasting Network wants to serve Dudleyville, Ariz., while the Arizona Board of Regents for Benefit of University of Arizona proposes to serve Kearny. Remanente was chosen.

Group 32 — This group consists of three applications for communities in California. Delta 2000 proposes to serve Byron; Iglesia del Valle proposes to serve Manteca; and Hatch Workshop proposes to serve Terminous. Hatch Workshop was chosen.

Group 34 — This group also has three applications for service in California. Remanente Broadcasting Network wants to serve Boron; Cedar Broadcasting Inc. proposes to serve Randsburg; and Nevada Public Radio proposes to serve Ridgecrest. Remanente is the tentative selectee.

Group 49B — Three applicants seek service to communities in Virginia. Positive Alternative Radio Inc. proposes to serve Courtland; Redeemer Broadcasting Inc. proposes to serve Fredericksburg; and Calvary Baptist Church of Spotsylvania proposes to serve Spotsylvania. Calvary Baptist is the tentative selectee.

Group 50 — Two applications seek CPs for different communities in Florida. Putnam Radio Ministries Inc. proposes to serve Keystone Heights, while Inverse Focus Ministry Inc. proposes to serve Starke. Inverse Focus was chosen.

Group 51 — Two applications both propose service to Key West, Fla. They are Teleamerica Communications West Palm Beach Corp. and Newland Broadcasters Inc. Teleamerica Communications was chosen.

Group 54 — Four applications all propose service to Weeki Wachee in Florida. They are Call Communications Group Inc., Ethree Group Inc., New Media Humanity Association Inc. and Central Baptist Church of Ocala Inc. New Media is the tentative winner.

Group 55 — Four applications seek to serve different communities in Florida. Ethree Group Inc. proposes to serve Big Pine; Key West Radio and Specialized Educational Broadcasting each proposes to serve Key West; and Frequency Zero Inc. proposes to serve Stock Island. Key West Radio is the choice.

Group 63 — Three applicants want to serve Darien, Ga. They are Inverse Focus Ministry Inc., Frequency Zero Inc. and Sanctuary Church. Sanctuary was chosen.

Group 79 — This complex group consists of seven applications proposing service to four different communities in Iowa, and the FCC says a three-way time-share agreement is the tentative outcome. Friendship Baptist Church, Bible Broadcasting Network Inc., Community Public Radio Inc. and Calvary Chapel Iowa each proposes to serve Cedar Rapids. Rising Tide Broadcasting Inc. proposes to serve Center Point. Vida Ministry Inc. proposes to serve Marion while Extend the Dream Foundation wants to serve Swisher. But even after working through its process and then applying three tie-breakers, the commission was left with three selectees: Friendship Baptist, Calvary Chapel Iowa and Extend the Dream. The commission instructed them to submit a voluntary time-sharing agreement within 90 days.

Group 83 — Two applicants propose service to Mountain Home, Idaho. They are First Baptist Church of Riverview and Salt & Light Radio Inc. First Baptist had been selected earlier but subsequently amended its count of its existing authorizations, so the FCC reanalyzed this group. Salt & Light now is the tentative selectee.

Group 92 — Four applications propose to serve communities in Illinois and Indiana. Covenant Network and 2820 Communications Inc. each proposes to serve Danville, Ill. Appalachian Educational Communication Corporation proposes to serve Paris, Ill., and Olivet Nazarene University proposes to serve Wingate, Ind. Appalachian Educational is the selectee.

Group 106 — Radio Sharon Foundation and Horizon Christian Fellowship each proposes to serve Narragansett Pier in Rhode Island. Radio Sharon is the choice.

Group 124 — This group consists of six applications to serve communities in Minnesota. Southern Minnesota Catholic Radio has two applications in the group, one for Mankato and one for Waseca. The other applicants are Minnesota State University Mankato, One Day Church Project Inc. and Fairmont Area Catholic Radio, each for Mankato; and Minn-Iowa Christian Broadcasting Inc. for Mapleton. The selectee is One Day Church Project.

Group 137B — This consists of three applications to serve communities in North Carolina. Hitquake Community Radio Network proposes to serve Glencoe, Church Planters of America proposes to serve McLeansville, while Hispanic American Christian Network Inc. proposes to serve Sedalia. Church Planters of America is the choice.

Group 137C — Three applications seek to serve Danville in Virginia. They are Positive Alternative Radio Inc., Church Planters of America and Hitquake Community Radio Network. Hitquake Community Radio was chosen.

Group 144 — Four applicants seek CPs for different communities in New Jersey. They are Radio Vision Cristiana Management Corporation, seeking to serve Brick; Rejuvenation Outreach Center Inc. and Community Public Radio Inc., each proposing to serve Lakewood; and Cantico Nuevo Ministry Inc. to serve Leisure Village. The choice is Rejuvenation Outreach.

Group 145 — This one has five applications to serve communities in New Jersey. Casa de Destino and Calvary Chapel Morris Hills each proposes to serve Bernardsville; Redeemer Broadcasting Inc. proposes to serve Mendham; Transmission Communications Network proposes to serve Millington; and Cantico Nuevo Ministry Inc. proposes to serve Watchung. Calvary Chapel Morris Hills is the tentative selectee.

Group 153 — Three entities are competing to serve the community of Hobbs in New Mexico. They are Off the Cuff Educational Broadcasting, City of Hobbs, N.M., and The Association for Community Education Inc. The nod goes to City of Hobbs.

Group 156 — All three in this grouping seek a construction permit for the community of Las Vegas in New Mexico. They are Northern New Mexico Radio Foundation, The Association for Community Education Inc. and The Rock Christian Outreach of Las Vegas. The choice is The Rock Christian Outreach.

Group 174 — Woodward Catholic Radio Inc. and Great Plains Christian Radio Inc. each wants to serve Woodward, Okla. Woodward Catholic gets the nod.

Group 177 — Three applications seek to serve three communities in Oklahoma. Outside the Doors Ministry Foundation proposes to serve Altus; Western Oklahoma Catholic Faith Foundation proposes to serve Elk City; and Top O’ Texas Educational Broadcasting Foundation Inc. proposes to serve Sayre. The tentative selectee is Western Oklahoma Catholic.

Group 181 — Coos Commons Protection Council and Southern Oregon University each proposes to serve Bandon, Ore. Coos Commons is the choice.

Group 184 — This group consists of three applications for service to Baker City, Ore. They are First Baptist Church of Riverview, Idaho Conference of Seventh-Day Adventists Inc. and Baker Art Guild. The choice is Baker Art Guild.

Group 185 — Two applications compete to serve the community of Altamont in Oregon. They are Ondas de Vida Inc. and Modoc Broadcasting Corp. Modec gets the nod.

Group 192 — Two applications seek to serve the community of Hallettsville in Texas. They are Hallettsville Right to Life Inc. and Vida Ministry Inc. Hallettsville Right to Life is the tentative selectee.

Group 198 —Vida Ministry Inc. and Ixoye Productions Inc. each proposes to serve Thorndale, Texas. Vida Ministry is the choice.

Group 200 — This group consists of four applications for service to three communities in Texas. Call Communications Group Inc. proposes to serve Beaumont. Vida Ministry Inc. proposes to serve Central Gardens. Christian Ministries of the Valley Inc. and CCS Radio Inc. each proposes to serve Port Arthur. Vida Ministry is the choice here as well.

Group 201 — This group has five applications to serve five different communities in Texas. Radio Inc. proposes to serve Ballinger; La Promesa Foundation seeks to serve Brady; Hispanic American Christian Network Inc. wants a station in El Dorado; Sun Radio Foundation seeks Mason; and Centro Cristiano de Vida Eterna San Antonio proposes Rock Springs. The selectee is Centro Cristiano.

Group 206 —Castle Valley Inc. and University of Utah each would like to serve Moab, Utah. The university got the nod.

Group 219 — This group consists of three applications proposing service to two communities in Washington. Iglesia Case de Milagros proposes to serve Leavenworth, while Upper Columbia Mission Society of Seventh-Day Adventists and First Baptist Church of Riverview each proposes to serve Wenatchee. Upper Columbia Mission is the choice.

Group 220 — Two applications would serve different communities in the state of Washington. Iglesia Casa de Milagros proposes to serve Chelan, while Northwest Communities Education Center proposes to serve Manson.  Northwest Communities was named.

Group 223 — This group consists of no fewer than eight applications to serve various communities in Wisconsin. The Salvation Poem Foundation Inc. proposes to serve Cedar Grove. Call Communications Group Inc. proposes to serve Eden. Educational Media Foundation proposes to serve Fond Du Lac. The State of Wisconsin Educational Communications Board proposes to serve Plymouth. Vanguard Association of Sunbelt Colleges Corp. proposes to serve Rosendale. Immanuel Bible Church proposes to serve Sheboygan. Finally, Waupun Baptist Church and Wrvm Inc. each proposes to serve Waupun. Vanguard Association is the tentative selectee.
